Lunchtime in the CBD is sometimes quite a costly affair, especially if you're on a budget. But if you look hard enough, there are pockets of affordable and relatively cheap eateries. A caveat though, most of these places are non-air-conditioned, so be prepared to sweat a little (here's where you take off your tie, loosen your top button a little, or make sure you're wearing something breezy and light).
Shenton House, a 1970's constructed building, is filled with cheap eateries. The ground floor facing Shenton Way is lined with open-air eateries, ranging from Indian Muslim food, to Indian vegetarian food and Chinese economic rice. If you really can't bear the heat, the air-conditioned second floor is also packed with eateries, you get your choice of chicken rice, Chinese herbal soups, and Malay or Chinese mixed rice.
I've most recently gotten addicted to the Indian food at the first shop unit at the ground floor of Shenton House. The food's good (most of the time), cheap (well, I did notice it is twice the price compared to HDB hawker centres, but this is the CBD afterall, and relatively cheap considering its central location) and it's so breezy we hardly ever feel hot and bothered.
The fried noodles here are a must-try. They do them all so well, well-fried so they're imbued with "wok hei", flavoursome and packed with lots of cabbage, eggs and meat. First-class greasy comfort food that brings me back to those days of late-night alcohol-clouded suppers. Mee Goreng Chicken ($5)
The mutton here is fresh, with nary a gamey scent, tender and moist. Mee Hoon Goreng Mutton ($5)
Strictly as a matter of preference for those super skinny rice noodles, I like the Mee Hoon Goreng Chicken ($5) most.
Maggi Goreng Chicken ($5) is a throwback to those broke-undergrad days of cheapo maggi-centric meals.
For those days you don't feel like any meat, you can opt for the Maggi Goreng Plain ($4.50).
The Chicken Tandoori Biryani ($5.50) is also pretty commendable. An entire aromatic smoky barbecued chicken thigh is paired with fragrant biryani rice and a rich spicy curry. I think this is the same curry used for roti prata.

Ironically its cheaper than my dinner just now at Northpoint Food Court (Kopitiam).
The chicken Biryani costed $7.. Ridiculous considering the potion of meat and a serving of vege.
